All the other steps left me with the same results, windows update service hogging half the CPU, and never finishing a scan for any new windows updates when enabled.
I suspect the issue was with software updates. Restart the computer. To be on the safe side I changed the Startup type of this service from "Automatic (Delayed Start)" to "Manual". I do have Windows XP PRO.
