System Restore Is Not Able To Protect Your Computer Please Restart

I am running Windows XP Home Addition SP3. Click on Browse and navigate to your Windows CD and select one of the following directories. It says I got adware/spyware 23 files infected and I can't run the System Restore icon, it says 'System Restore has been turned off by group policy" so who the hell same problem as whats described above. I can't get to any website with or doownload any anti-virus, my system restore is doing the exact same thing, anyone help>?! I had this thing a few months ago and easily got rid of it with Spyware doctor.

Several functions may not work. However, I am happy to report that my problem has been solved and my PC is working perfectly again.
